This is called negotiating against yourself. Trump has Ukraine making concessions without any serious discussions with Russia. Trump desperately wants to win the Nobel peace prize. Neither Reagan nor Bush were so foolish. Reagan in particular understood the dangers of trusting the Russian bear.
