"The order directs the NCAA to create rules that mandate college athletes can play for "no more than a five-year period" and allows them to transfer schools only once before they graduate without having to sit out a season. The rule changes are scheduled to go into effect Aug. 1. And I suppose Walz. Would love Walz back if Moon were to try to coach and use him a little differently.
 
Does it guarantee a fifth year, or does it give a five year max?
It’s totally unclear the way I read it. Basically goes back to the old model. Five years to play, one immediate eligibility transfer, another immediate eligibility transfer if you’re a grad, and no other transferring permitted. At least that’s how I read it.

But it’s worded in such a way that it’s totally unclear if you now have five years of eligibility or if it’s back to 5 to play 4.
 
You don't really think this is going to hold water, do you? Executive orders only matter in government, not in things like this.
With this administration I am not sure. The enforcement mechanism is withholding federal funding which this administration has already done extensively to a lot of universities already in ways that appear shouldn’t hold water in court
 
The lawyers are the winners here as if they needed another reason to keep creating cases. The potential positive is that this forces Congress to act and to set some actual rules to end the chaos phase.
